Что делать:

1. переименуйте имеющийся index.php в index2.php, и добавьте новый index.php с содержимым типа:
   

   hello UN !

   - приведите ответ сервера - получится ли открыть страницу?

2. Далее смотрим что написано в файле .htaccess (который лежит в корне сайта) - обычно такой файл используется в CMS и именно через него часто устанваливаются оповещения об ошибках сервера
3. Для работы с FTP очень удобно использовать FTP-клиент Filezilla

Другое:

1. Make sure that your wp-admin/options.php (or whatever the file is) is owned by you/(your username) (chmod) and that the permissions on it are set to 644
