Возможное решение - прокси

Грамотные люди быстро подняли сайт с несильно умпным названием: https://huecker.io/use.html
который работает как прокси, по ссылке выше есть более подробная инструкция, но если вы на линуке, то можно действовать так, добавим конфиг:

 nano /etc/docker/daemon.json

с содержимым:

{
"registry-mirrors": ["https://huecker.io"]
}

И перезапустим службу докера:

systemctl restart docker

После этого доступ должен восстановиться
