There is no debugger specified.
Setting breakpoints have no effect until you set up a Debugger in the debugger options dialog in the menu.

Из главного меню выбираем:

Tools
-> Options
-> Debugger
-> General

Далее можно выбрать, например:

GNU Debugger (gdb)
