OpenSSH

Сначала качаем puttygen.exe отсюда.

Запускаем и нажимаем "Generate" (водите мышкой по пустой области - чтобы создать "случайность"))

А затем сохраняем публичный и приватный файлы ключ (кнопки "Save public key" "Save private key").
